What's the real business case for centralising HR admin and Payroll into a Shared Service Center?+

The typical case — offshore cost savings, standardised processes, economies of scale — is sound on paper, but Payroll and HR admin are structurally complex: deeply embedded in local tax, social security, and labour-law frameworks. Processing can be centralised; compliance risk cannot.
